Members Present: Mayor James Coachman, Michael Capehart, Angela Hackney, Van Granger, and George Stringer  

Members Absent:

Mayor Coachman opened the meeting at 6:00 P. M.   Mayor Coachman open meeting with a prayer.  Mayor Coachman and the Council led in the Pledge of Allegiance.

*Reported Cottonwood Ambulance & Rescue used 8,997 gallons of water for the month of October.

Approval to reappoint Augusta Welch as the Town Clerk and Court Magistrate for the next 4 years.  Roll Call Vote Mayor Coachman Yes, Council Member Capehart Yes, Council Member Hackney Yes, Council Member Granger Yes, Council Member Stringer Yes.  All Yes’s and the motion were approved unanimously.

Approval to reappoint Tony Money as the Chief of Police for the next 4 years.  Roll Call Vote Mayor Coachman Yes, Council Member Capehart Yes, Council Member Hackney Yes, Council Member Granger Yes, Council Member Stringer Yes.  All Yes’s and the motion were approved unanimously.

Approval to reappoint Randy Hall as the Fire Chief for the fire department

for the next 4 years.  Roll Call Vote Mayor Coachman Yes, Council Member Capehart Yes, Council Member Hackney Yes, Council Member Granger Yes, Council Member Stringer Yes.  All Yes’s and the motion were approved unanimously.

Mayor Coachman announced that District 3’s seat is available. Open for discussion. Mayor Coachman nominated Garrett Lorton.  After Discussion Council Member Capehart made a motion to appoint Garrett Lorton for District 3 Council Member.  A second by Council Member Hackney and the motion was approved unanimously.

Congratulations to Garrett Lorton our new District 3 Council Member.

Discussion on the appointment of a new Mayor Pro-Tem.  Council Member Stringer replied the Council Member Capehart had been there longer that any of the rest, so he nominated Council Member Capehart.  Council Member Granger nominate Council Member Hackney. Council Member Hackney replied no.  Council Member Lorton made a motion to approve to appoint the new Mayor Pro-Tem as Council Member Capehart.  A second by Council Member Stringer and the motion was approved unanimously.

Approval to update the signature cards for the bank accounts at Five Star Credit Union as Mayor James Coachman, Town Clerk Augusta Welch and Mayor Pro-Tem Micheal Capehart to be able to sign the checks.  Council Member Stringer made a motion to update the bank signature cards for the Bank account at Five Star Credit Union as Mayor James Coachman, Town Clerk Augusta Welch and Mayor Pro-Tem Micheal Capehart to be able to sign the checks.  A second by Council Member Lorton and the motion was approved unanimously.

Discussion on cutting the grass for the Cottonwood Ambulance and & Rescue and the Fire Department for $1.00.  Council Member Lorton made a motion to approve to cut the grass for the Cottonwood Ambulance and Rescue and the Fire Department.  A second by Council Member Capehart and the motion was approved unanimously.

Approval for Angela Hackney to move a trailer in across from the Dollar Store. Council Member Granger made a motion to approve for Angela Hackney to move a trailer in across from the Dollar Store.  A second by Council Member Stringer and the motion was approved unanimously.

*Discussion on the 1033 Program

There being no further business to come before this meeting, there was a motion by Council Member Stringer to adjourn the meeting.  A second by Council Member Capehart and the meeting was adjourned at 6:40 P.M
