Town Council Meeting

September 17, 2019


Members Present: Mayor Ken Hamilton, Michael Capehart, James Coachman, Linda Smith, Ann Adams, and Kenneth Hart

    

Members Absent:   

 

Mayor Ken Hamilton opened the meeting at 6:00 P. M.  Mayor Hamilton opened our meeting with a prayer.  Mayor Hamilton and the Council led in the Pledge of Allegiance.

 

Council Adams made a motion to waive the reading of the minutes from Council meeting, August 20th and workshop September 03rd and approved them as presented.  There was a second by Council Member Coachman

 

Approval to the August financial reports were presented to the Council by the Town Clerk. Council Member Smith made a motion to approve the reports as presented.  A second by Council Member Coachman and the motion was approved unanimously.

 

Mayor Hamilton presented the fire report for the month of August.  Total of 14 calls for the month of August.

 

Colonel Smith presented the police report for the month of August.  Colonel Smith reported there were 173 calls for service, 16 reports written, 0 medical assists, 26 traffic warnings issued, 16 traffic citations issued,  4 traffic warrant, 6 drug arrest, 4 felonies, 2 misdemeanor, 16 Arrests Made and 0 auxiliary hours.

 

James Whitehead presented the 2020 Budget to the Mayor and Council.  Council Hart made a motion to except the 2020 Budget as presented.  A second by Council Member Coachman and the motion was approved unanimously.

 

Approval for Mayor Hamilton to be authorized to sign a grant request from Alabama Department of Community Affairs Resolution #2019-007.

          WHEREAS, the Town of Cottonwood here by resolves the Mayor Ken Hamilton is authorized to sign a grant request from Alabama Department of Community Affairs and Economic Development Law Enforcement Office for thermal imaging equipment for the exclusive use of the Cottonwood Police Department. The grant is 100% funded and the request is for $8,400.00.

            WHEREAS, Before the Town of Cottonwood, can spent any money from the grant request from Alabama Department of Community Affairs.  The grant has to be approved 100%.

             WHEREAS, Town of Cottonwood must purchase the thermal imaging equipment before refunded.

            NOW, THEREFORE BE IT RESOLVED, the Town of Cottonwood Council, the governing body of Cottonwood, Alabama, has approved that the Mayor, Ken Hamilton can sign the grant request from Alabama Department of Community Affairs and Economic Development Law Enforcement Offices for thermal imaging equipment for the exclusive use of the Cottonwood Police Department. The grant is 100% funded and the request is for $8,400.00.

 

Council Member Capehart made a motion to approve for Mayor Hamilton to be authorized to sign a grant request from Alabama Department of Community Affairs Resolution #2019-007.  A second by Council Member Coachman and the motion was approved unanimously.

 

Discussion on the water tank maintenance on Cottonwood road. Maintenance agreement for the first year $1,994.00 and the second year$1,994.00 deal and then Town will have to cancel maintenance after the second year because the third year will be $27,186.00.  Council Member Smith made a motion to enter into the maintenance agreement.  A second by Council Member Adams.  Council Member Hart voted no.  The motion was approved

with a vote of five yay’s to one nay.

 

Discussion about the water department having a video of the sewer on Grove Street. There has been some trouble with the sewer line.  Churchwell Pipeline Service did a clean & video for the total of $2,800.00 they are out of Chipley Florida.

 

There being no further business to come before this meeting, there was a motion by Council Member Coachman to adjourn the meeting.  A second by Council Member Adams and the meeting was adjourned at 6:27 P.M.
