Town Council Meeting

March 19, 2019

Members Present: Mayor Ken Hamilton, Michael Capehart, James Coachman, Ann Adams, Linda Smith and Kenneth Hart

Mayor Ken Hamilton opened the meeting at 6:00 P. M.  Mayor Hamilton opened our meeting with a prayer.  Mayor Hamilton and the Council led in the Pledge of Allegiance.
 
Council Capehart made a motion to waive the reading of the minutes from council meeting, February 19thand workshop March 05th and approved them as presented.  There was a second by Council Member Coachman and the motion was approved unanimously.
 
Approval to waive the February financial reports were presented to the Council by the Town Clerk. Council Member Coachman made a motion to approve the reports as presented.  A second by Council Member Adams and the motion was approved unanimously.
 
Mayor Hamilton presented the fire report for the month of February.  There was an estimate 2,250 gallons of water used for the month of February.  Total of 10 call for the month.
 
Colonel Smith presented the police report for the month of February.  Colonel Smith reported there were 180 calls for service, 11 reports written, 0 medical assists, 54 traffic warnings issued, 11 traffic citations issued,  0 traffic warrant, 2 drug arrest, 0 felonies, 3 misdemeanor and 8 auxiliary hours. 
 
Approval to upgrade on the renewal on the lease agreement on the Cannon Printer.  Council Member Adams made a motion to upgrade on the renewal on the lease agreement on the Cannon Printer.  A second by Council Member Coachman and the motion was approved unanimously.
 
Approval to proclaim the month of April as Child Abuse Month.  Council Member Smith made a motion to approve to proclaim the month of April as Child Abuse Month.  A second by Council Member Adams and the motion was approved unanimously.

*Donuts with a Deputy on March 28,201 at Cottonwood Senior Center.
*On April 13th come join us for a Down Home Afternoon at Burner Park.
*Cottonwood Ambulance & Rescue Annual Family Fun Day on June 15th from 3:00p.m. until 8:00p.m.
 
Approval for updating Mobile Home Ordinance #2019-001
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF COTTONWOOD, ALABAMA, THAT ORDINANCE #2019-001 SHALL BE AMENDED AS FOLLOWS:

Regulations for Private Mobile Home Park are not a part of Ordinance #2019-001.
Rules for mobile home permit:
1. Their shall be a $50.00 fee for permitting a mobile or manufactured home.
2. The fee for Permitting can be reimbursed if all requirement are met within 60 days of date on permit. 
3. If any upgrades or extra project to will have to be listed on permit. This will also be included on permit for completion on required date for reimbursement.  
4. All mobile and manufactured homes must have a least 100 feet frontage on the street side of a lot.
5. Setbacks of 35 feet are required from all existing structures and property lines.  If closer than 35 feet a waiver would have to be signed by affected neighbor.
6. Skirting to prevent entry of persons, animals and pests is required around all mobile or manufactured homes.
7. Where provided by the Town of Cottonwood these structures must connect and uses Town of Cottonwood water and sewer if available.  Unless prior existing septic tank and existing pump for water is already on property. 
8. All mobile and manufactured homes before being moved onto the site must approved by The Council by photographs of all sides of mobile and manufactured homes.
9. Each mobile of manufactured home must have a permit granted by the Town Council prior to moving onto the site.  The permit shall be of temporary nature for 60 days until the home can be inspected and final approval granted.  The Town Council shall designate a person or persons to conduct the inspection and provide a report to the Council with photographs.
10. All Manufactured and mobile homes are required to have at least two operable smoke/fire alarms.
11. Any person failing to comply with this ordinance us guilty of a misdemeanor. Each day the violation continues shall be considered separate violation.
 
Council Member Capehart made a motion to except the updated Mobile Home Ordinance #2019-001.  A second by Council Member Coachman and the motion was approved unanimously.
 
Approval for permission to donate old excess hoses to small departments who are in need Lucy / Gordon.  Council Member Capehart made a motion to approve to donate the old excess hoses.  A second by Council Member Adams and the motion was approved unanimously.
 
Approval to scrap broken hose reel, broken winch, bent ladder, 2 old water coolers, broken old pump.  Council Member Capehart made a motion to approve to scrap broken hose reel, broken winch, bent ladder, 2 old water coolers, and broken old pump.  A second by Council Member Smith and the motion was approved.
 
Approval to replace all the lights on the lower bay and upgrade to LED for the amount of $1,020.00 and for new fixtures (15) and labor $1,350.00.  This will be paid out of the Volunteer Fire Department Protection Fee Account.   Council Member Smith made a motion to approval to replace all the lights on the lower bay and upgrade to LED for the amount of $1,020.00 and for new fixtures (15) and labor $1,350.00 and pay from Volunteer Fire Department Protection Fee Account.  A second by Council Member Coachman and the motion was approved.

There being no further business to come before this meeting, there was a motion by Council Member Adams to adjourn the meeting.  A second by Council Member Coachman and the meeting was adjourned at 6:28 P.M.
